You could go back all the way to China before WWII when there were American business interests who wanted to manufacture there which led to pro-American Chiang Kai-Shek being run off by the Chinese People's revolution to the island of Formosa and becoming the country of Taiwan.
You will also find it ironic that the very people who created the "Red Scare" accusing Union Leaders of being "communists" and then turning unions over to their friends in Organized Crime, the Mob, are the same people who created HMOs and have sent the U.S. manufacturing base over to Communist "Red" China. Imagine that, behind your back.
But in modern day practical purposes it started with Ronald Reagan getting elected by bribing the Iranians to hold the U.S. Embassy hostages until after the elections to make Jimmy Carter look weak to the voters–that was the beginning of the Reagan Iran-Contra scandal, even before he was elected.
But mainly Reagan started de-regulating over-sight from everything corporate. Remember the Savings and Loans? Then we turned the country over to oil man George Bush the 1st who got US into an oil war in the Gulf.
But realistically, the ending of trade tariffs and sending the manufacturing overseas while still pretending these are "America" products and not actually foreign Imports begins with Tom DeLay
and their K Street Project
What you will particularly like about Born Again Christian Tom DeLay is that he was behind allowing corporations to trick Asian women into thinking they were coming to America for good jobs only to find themselves in the Islands of American Samoa where they were put to work in sweatshops who can legally use "Made in America" labels (why on my Rapture Insurance I set the "Home" office address in American Samoa). They also forced many of these women to work as prostitutes there and forced them to have abortions if they accidentally got pregnant. This is Good Ol' Texas Boy anti-abortion Born Again conservative reactionary Tom DeLay.
And here is a good place to start reading about the latest and best scheme of all for selling US down the river, the TPP (the Trans-Pacific Strategic Economic Partnership Agreement) which will allow foreign corporations to get around U.S. Laws and the Constitution.
This all is really what the "Occupy" movement is all about. It just hasn't reached a tipping point yet and has no real leadership or direction which makes most people watching FOX News Network not take it serious. But a little "Occupy" search on Twitter and you'll find there are a lot of serious people, mainly college students–just like Vietnam during the '60s–who are keeping the economic interest of "Occupy" out there.
It is only a matter of time before there will be real "Job" riots in the streets. Without a manufacturing base of brooms and mops to create jobs there are not enough service jobs to support the infrastructure of a nation of 300 million people.

And if there were, say, a new we're-fed-up-with-sweatshop-conditions people's revolution breakout in China within 90 days the shelves for manufactured goods on U.S. stores would be empty. So it is of National Security Interest to be self-sufficient in having a "light industrial" national manufacturing base and Tariffs to protect fair competition.
